[Qgis-developer] Plugins bugtracker

From my end user perspective it would sure be helpful to know where/how to report
bugs against them.  Not sure how to recommend making it happen, but if I saw two
similar plugins and one had a start beside it saying it was "supported" with a bug
tracker, I'd choose it first :)
