[Qgis-developer] Status of the "Diagram Overlay (Legacy)" plugin

Hi Borys

It is not in use anymore. But let me remove it, some parts in the 
composer still depend on it and need to be deactivated.
Furthermore, the 'overlay' plugin type can be removed as well.
