[Qgis-developer] Plugin approval requirements

Hey Matthew,

I have approved it now.  I would suggest changing the icon and updating as
much of the plugin information as you can.  If you can it's best to create
a git repo somewhere, like on github, to house your code so that people can
send you bug fixes if need be.
