I think about implementing it in 2.1. Of course it would either require 
sending the whole plugin set in the xml or aditinal API requests for "get 
other versions" (I prefr the former, as the latter would raise a number of new 
problems).

The size is now ~300kB, so the full set would be probably 1-2MB. You're right, 
it's rather a matter of better hardware. If you look at the download progress, 
the new central repo downloading time is a few times longer than any other 
repo, but most of the time is the response lag, not data transfer.

It is done asynchronously already. Otherwise QGIS would load maybe two times 
longer :)
