[Qgis-developer] Max/min zoom levels

Hey Jodi,

You could listen to the
extentsChanged<http://www.qgis.org/api/classQgsMapCanvas.html#a2a91ee382ce605e3382b74693f9c4d80>
event
on the mapcanvas.  When the extents change check them and if they are out
of bounds zoom the user back in.
