[Qgis-developer] Relative paths in mapserver

Invoking the server with script restarts the qgis_mapserv.fcgi 
executable each time. Therefore, no benefit from all the server cache. 
I'm expecting the performance to decrease significantly.
Performance-wise, it is better to go with Apache rewriting.
