[Qgis-developer] sextante enabled by default

mmm, I guess so. The toolbox will not show up until invoked, so it's a
good idea to have it active by default. Only the "Analysis" menu will
be shown.

It might take a bit longer to load SEXTANTE than other plugins, but
not so long, i guess...
