[Qgis-developer] doc dir in github

Hi devs,

while searching for the template for the doxygen templates for
qgis.org/api I stumbled upon the doc directory in Github:

https://github.com/qgis/QGIS/tree/master/doc

Can someone tell us what this is?

Apparently the INSTALL text in the root of the QGIS project is generated
from that, but I think that is not clear to everybody (as for example
Mathias is editing that file directly:

while I think his edit will be overwritten next build of this file,
because I do not see his edit in:

https://github.com/qgis/QGIS/blob/master/doc/linux.t2t

which apparently is the source for INSTALL

Can we please:
- add a tiny README in the doc dir to tell what it generates (not the
docs :-) )? apparently INSTALL, but I see more scripts and docs??
- or remove stuff which is not needed/used anymore?
- add a line in top of INSTALL that it is a generated txt so should not
be edited directly?
