[Qgis-developer] Minimum qt version - bumping to 4.6?

+1 for 4.8 too

As mentioned in earlier posts .. old Qt might only be interesting
running on servers .. and people using server should be able to
configure them (meaning being able to install everything by themself
if they really want to use very old distributions)
