Not much response there on actual dates.   I think there were only two people
saying that feb/jun/oct was good - without any objections or other preferences
from others.   The question for the weekday was completely ignored.

So I would say, we release on the 3rd Friday of feb/jun/oct, with a code freeze
starting four weeks earlier.

No, no typo.  We have nightly packages that go under 2.1 already and I'd like
to have the release to have a different version number.  So that'll be 2.2 and
master 2.3 once 2.2 is out and so on.  I don't care much about the actual
numbers, just that they are always increasing (no 1.9.99 back to 1.8 forward to
1.9.0 again).
