That's how I understand it, too.

This is the opposite from what I described. I think of the user 
experience. We would have these two cases:
1) Group is checked and although layer is unchecked it is visible
2) Group is unchecked and although layer is checked it is not visible

We could use the partial check for both cases indicating to the user 
that the layer visibility is overridden by the group visibility.
