[Qgis-developer] Zoom in qt

I am currently trying to use pyqt and qgis to write an application.
I am using zoomWithCenter method to do the zoom action. Is it possible to
make sure when I zoom out, the qgsmapcanvas is always at the center of the
qwindow? 
Also, is it possible to block all zoom in action if the zoom action applied
is not on the qgsmapcanvas but on a empty area?

Any help is appreciated.
