[Qgis-developer] Rotation support disabled by default

As of commit 68743f9b8a95b7fa8ddc582cec507b6ac7788789 the rotation
support is disabled unless you export the QGIS_ENABLE_CANVAS_ROTATION
variable in the environment (with any value).

Hopefully this will help focusing on any regression that may be
introduced in an attempt to enhance rotation support.

Those willing to use or test rotation can still do so via the env
variable and report issues in the "new feature not yet polished enough"
category.
