Hi,

not sure if others can, but for me the image is not clear enough to see
what it is exactly that you want.

Can you describe it a little more?

Technically (almost) everything is possible either via python or else
via a cpp plugin. But depending on your python/cpp skills a plugin with
a set of dialogs doing things in the database is maybe a little
ambitious for your first plugin.

Maybe the functionality you want is already partly available in QGIS itself?

As said, plz provide more details, and describe what exactly you miss in
QGIS for which you have to write the plugin.
