[Qgis-developer] pySAL

Anita has started adding pysal to processing, and I would like to help on
that if i can. BJ's plugin can help us also. If we add it to processing as
a core provider, the pysal lib should be added to the core QGIS, so BJ's
plugin could make use of it and do not have to install it separately
