[Qgis-developer] Various design issues in the Properties>Fields interface

Hi all.
Working on a small screen (1024*768) I noticed that the tab Fileds has several issues:
* the horizontal scroll bar for field properties gets hidden
* when selecting the D&D designer, closing and reopening the Options, the designer
occupies the whole window, and fields definitions cannot be seen; to have them back,
one has to switch to Auto form and back to D&D.
Seem trivial to fix.
