[Qgis-developer] Problem with pyuic4.bat

In Windows, before to use pyuic4 You need to set some system environment
variable.
In OSGeo package You could execute *o4w_env.bat* in C:\OSGeo4W\bin and after
you could run pyuic4.bat.
