Their licence
(http://www.ordnancesurvey.co.uk/docs/licences/stylesheet-licence-v2.pdf)
contains the following:

"You may only license a Stylesheet from Ordnance Survey under Clause 2.1 if
you are part to an [sic] Data Agreement"

I would be wary of getting caught up in Ordnance Survey licensing, but other
will know more than me.
