I'm only the maintainer for the RHEL end of things. Volker is main owner
for Fedora and I believe he usually updates rawhide with the latest
release. A new Fedora release happens about every 6 months and the Fedora
update policy ( https://fedoraproject.org/wiki/Updates_Policy#Philosophy )
prevents (or at least strongly discourages) doing updates of major/minor
versions in stable releases, so really QGIS can realistically only be
updated every 6 months in Fedora. If more frequent updates are desired (and
there's someone willing to maintain it), then a COPR repository is probably
the best way to go. I've never actually worked with COPR repositories but
my understanding is that they're intended to be easy to work with/maintain
and I believe that most of the time just pulling the latest .spec from
rawhide into the COPR repository would "just work" and would make the
latest version of QGIS available to all stable Fedora releases.
