[Qgis-developer] Changes to the plugins website

Hi,

I've just uploaded a few modifications to the plugins website:

1. server plugins are now supported, the new "server=True" optional
metadata is now correctly parsed from metadata.txt and a new filtered view
and menu were added to ease server plugin filtering
2. a new optional, experimental and not yet documented "external_deps"
metadata has been added to allow experiments with PIP installing as
discussed this morning
3. both server and  external_deps are now available in the XML

I'll wait a while before documenting "external_deps" because it's still
unsupported by the plugin installer and effectively ignored.
