The plugin mailing list should be equivalent to this list and the users one.
Additional integration into the plugins site would be an extra, but not
required. 

I don't think that occasional emails to plugin devs via the emails
associated in the repo would be unreasonable. Perhaps three or four mailouts
starting when a Qt5/Py3 version is available, through till launch of 3.0.
One could then query the plugins repo db to retrieve all plugins compatible
< 3.0, and perhaps mail them once or twice after launch, pointing then
towards the mailing list. 

A definite no to automatically subscribing plugin devs to a mailing list, 
though. I don't think their submitting their email address to the plugins
repo reasonably indicates consent to that.
