Assuming your using Debian/Ubuntu, since GEOS 3.5.0 the geos libraries 
have moved to the Multi-Arch library paths (/usr/lib/x86_64-linux-gnu/ 
on amd64).

It looks like you're specifying GEOS_LIBRARY manually, FindGEOS supports 
both the traditional and Multi-Arch library paths.
