[Qgis-developer] Proposal: removing Processing from plugins repo

+1.  Originally I thought it was a good idea to have it there too but it
seems it's worse that way.  Live and learn.

On that note can we remove it as a plugin and just make it a core feature
like Python console is, e.g no way to enable or disable it and is always on.
