[Qgis-developer] Looking for a programer for developing plug in

Info needed, time to develop. Estimate price / python preferred





Hello everybody I am looking for a developer in qsig or arcgis that would
be able to generate a plugin or window on the app or external application
that synchronize video/map/database



1The ability to link videos to a path in such a way that the video will
play in the same time the location will be shown in the map. This will work
both ways , if I move the time of the movie the display in the map will
change.. so its interactive (kind of google maps – street view)



Map –video or video –map, the file that will be importer would be an mp4
and gpx , there is a plug in similar to what I am looking for reference

synchronized as with the other points written below , the mp4 can be
converted to images only and then be worked form there and create an
interactive motion that seems like video.



2  The plug in will have an easy way insert pictures and information that
will show more like a FORM/GUI  rather than a table and would let add
fields . this project is for traffic sings inventory

And  I would like it to be display something like this

The important thing is the ability to add fields with these will
automatically be added in the shape GIS file.



Finally, this would have a way to compare the values impute with a database
of standard values to see if they fail to comply. So create a way to insert
standards and be able to compare the values.



3.the ability to create a video display with the video mentioned above but
this will show any field set as label like a mask. In other words, when I
upload the video I set the field to display an these will show in the video
like a top layer which will show any values I want and this will be able to
change colors as well. The idea is to show in red or green whether a sign
has complied with the standards or not, but I don’t want it to be static on
the video, I want the info to be pulled straight from the shape file. And
be able to change with values to display and de location. I imagine like an
array of 3x3 and the video be broken in an imaginary grid so the labels can
appear in any of the nine cells. I forgot  it would be great to be able to
load some  image with transparencies like watermarks to show more intuitive
illustration that something failed or not and this can be set the path in
the shape file.



4 some statistics tab that will display some info like how many passed  and
some graphics that can be done by selecting which fields of interest, again
I know this is already created on sig programs but I wish them to be shown
internally i9n the  plug in..

5 print report. General and unique record again the field would be selected
by the user



I am open to suggestions this is not fixed, there could be better ways to
get the idea through. This could be a software itself.
