[Qgis-developer] Windows builds of the master branch

Hi Jürgen,

Thanks for the details, I thought we had to wait for the switch to Qt5
on qgis-dev on Osgeo.

So if I got it correctly:
* We can drop Qt4 support from master whenever needed.
* Nightly packages of master3 will be provided later. (Will they be
called qgis3-dev to distinguish their dependencies from qgis-dev ?)
* Plugins supporting QGIS3 are Py3 compatible.
