Mmm, I cannot even find it anymore in QGIS. Is it still around?

Reading this:

it's not and I remember it is only working with 'old symbology'...

So we only have the rt-export plugin:

http://plugins.qgis.org/plugins/rt_mapserver_exporter/

which needs mapscript...
