[Qgis-developer] QEP: allow no more c++ plugins

Hi all,

Please see https://github.com/qgis/QGIS-Enhancement-Proposals/issues/85
for a newly filed QEP which proposes that we block any future c++
plugins being introduced to the master codebase.

This follows from recent discussions about the future of existing c++ plugins.
