[Qgis-developer] new commit label: [NEEDS-DOCS] for QGIS commits will also raise an issue in QGIS-Documentation

Hi Devs and Community,

As requested here:

There is a new version of the QGIS commit webhook (script here [0])
installed.

Besides firing on [feature] (or [FEATURE], script is now
case-insensitive) the new version also 'listens' to the label
[needs-docs], giving the developers a way to instruct doc writers to
please add some extra documentation after a fix or addition to an
already excisting functionality.

Please devs use these labels so doc writers have issues to work on and
have an overview of things to do. BUT please also take time to add some
text: either in the commit OR in the docs itself.
