[Qgis-developer] What does the number after the hyphen in versions mean?

I'm wrestling with GDAL at the moment, and thought I'd check the OSGeo4W
installer to see if it was up to date. I have GDAL 2.1.0-3. While vaguely
familiar with semantic versioning, I have no idea what the number after the
hyphen signifies - I've seen it change in QGIS as well. Can anyone tell me?
