[Qgis-developer] QGIS 2.16 disables python plugins during startup

Hi, confirmed here, but in QGIS already installed in C:/OSGEO4W64 . I
suppose we have other places where the ø breaks unhandled encoded
string.
Choosing that name was a good unit test :))
