[Qgis-developer] Add feature to QGIS LTR core plugins

Hi René-Luc, 

There are no new features in past versions - only bug fixes. This also
applies to LT releases. 

Sometimes it is a bit of a discussion if something qualifies as bug fix
or a feature, e.g. if something really essential is missing. So if you
can sell it as a "bug fix" it may get in. 

But it is up to Jürgen to decide.
