Announcing some planned improvements to diagram rendering targeted to 2.16:

- paint effects for diagrams
- additional diagram types
- legend improvements for diagrams
- refactor diagrams to use a registry

Please note that these improvements are NOT yet confirmed but please
contact me if you are planning any work involving the diagram classes.
