[Qgis-developer] new visual changelog

Hi,

http://qgis.org/en/site/forusers/visualchangelog218/index.html

is now up and incorporated as rst source in the website.
(also removed the temporarily redirect to changelog.qgis.org)

plz have a quick check and let me know if you see errors

else I'll push new translation strings to transifex this evening/weekend
