[Qgis-developer] plugins.qgis.org

I like the idea of having some "top rated" , "top downloads" and "most
recent" plugins in the home page in some strongly visual way.

It would be great to have some instructions on how to install plugins, or
even better links to the user manual. The same goes to instructions on how
to submit plugins to the repository.
