Thats OK. Basically in Bonn we agreed that we would leave the door open for some small feature additions improvements in 2.18.1 (DWG provider) and 2.18.2 (GPKG enhancements if read) in order to avoid having a situation where these improvements languish in master for an unspecified time before the 3.0 release comes out. If you do not need to take advantage of this exception that is also fine.
Hope that makes sense! Thanks for the details below. I think I will just put something generic in the changelog mentioning that my comments above and some bullets from your outline below.
