[Qgis-developer] QEP: Project and Layer Registry Refactoring

Hi all

Here is my proposal to disrupt the quiet waters of project and map
layer registry classes:

I should have time to work on the implementation during December...

Hopefully this will provide a good building block for the rewrite of
QGIS server for 3.0...

Any feedback to the QEP would be very appreciated!
