I'd say yes.  And it's what d9349e5 does for various other things.

First I thought about making it return m for (m-1).99 and m.x, but I guess it's
ok to do that manually for every major release.  And even changed some stuff
that was referring to Qgis::QGIS_VERSION_INT before.
