[Qgis-developer] school network installation stalls at avce00 instal

Hi Devs,

I forward a (translated) question sent to me here (from a system admin 
from a school willing to install QGIS):

Trying to install 2.16-2 via a network installation both on Win7 and 
Win10 the installation seems to stop at the moment that 
/bin/acvexport.exe is extracted.
This is avce00-2.0.0-1. The message you receive is "the file is already 
in use". But only the QGIS installation is active at that moment. You 
can only click 'Cancel', the 'Continue' button is not active.
Both 32 and 64 bits installers tried.
Before the installation you can choose which items you want to install, 
but avce00 is not one of them...
