I don't have QGIS running on Windows at the moment, so I don't know anything about the status of #737. Sorry for any confusion this may have caused.
<br><br>I've marked #758 as a defect, since this is normal behavior (unless you have an extremely fast computer). The fix would be to replace the image with a dashed box while dragging, instead of trying to render it along the way.
