thought we had to wait for the switch to Qt5 on qgis-dev on
Osgeo.<br>

So if I got it correctly:<br>
* We can drop Qt4 support from master whenever needed. <br>
* Nightly packages of master3 will be provided later. (Will they
be called qgis3-dev to distinguish their dependencies from
qgis-dev ?)<br>
* Plugins supporting QGIS3 are Py3 compatible.<br>

For me master is in development and packaging can be done when it settles.
The linux platforms already have Qt5/Py3 and OSGeo4W will eventually catch up.
So what needs doing can be done in master right away.
