L'unico strumento che mi viene in mente è *r.param.scale* del menu
Processing, anche se temo non faccia propriamente al caso tuo.

Come "Morphometric parameter in size window to calculate", scegli "Feature",
ed infine RUN.

Otterrai un nuovo raster, che potrai eventualmente vettorizzare con Raster
=> Conversione => Poligonizzazione.
