Ah... ecco probabilmente dov'è il problema: https://qgis.org/ubuntugis

La guida mi pare abbastanza chiara (anche per un non esperto come me di
Ubuntu) perlomeno da quando è stata riscritta, poco più di un mese fa, la
parte relativa all'installazione "semplice" su Ubuntu/Debian
https://github.com/qgis/QGIS-Website/pull/777.

La guida riporta che deve essere usato il repository https://qgis.org/ubuntu
e non https://qgis.org/ubuntugis, da aggiungere con il comando:

sudo add-apt-repository "deb     https://qgis.org/ubuntu `lsb_release -c -s`
main"
