Nel frattempo mi sa che ho trovato l'origine del problema.

Il bug sembrerebbe essere stato introdotto a partire da QGIS 3.12 con la 
PR https://github.com/qgis/QGIS/pull/33796

Ho creato una PR https://github.com/qgis/QGIS/pull/52507 che dovrebbe 
correggere il bug.

Se hai tempo, quando sarà pronta, puoi provare la MingW64 Windows 64bit 
Build.

Hai verificato se il bug https://github.com/qgis/QGIS/issues/52383 
("Scale listbox do not working in QGIS version 3.30.0-'s-Hertogenbosch") 
risulta essere stato effettivamente corretto in QGIS 3.31 e QGIS 3.30.1?
