[Qgis-psc] joomla account for Stephan Reber

Hi all, 

I created a new joomla account at qgis.org for Stephan Reber (Community
Assistant - Web, Blog and Forum team lead). He will look after the qgis web
appearance from now on.

After had a chance to get an overview I would suggest I add him somewhere
prominent on the first web page, so people have a fix contact person for their
wishes.
