Ok, it is in trunk now.
Thanks to Ivan for providing the code and to Tim for being liberal with the 
feature freeze deadline.
Btw, I changed the plugin folder to 'oracle_raster' and plugin title to 
'Oracle Spatial GeoRaster' to not confuse people that use oracle spatial 
vector features.
