[Qgis-psc] Motion: svn commit access for Manuel Massing

Dear psc

I'd like to propose that we give svn commit access to Manuel Massing.
Manuel worked (together with gislab) on the implementation of the new 
georeferencer plugin. He also agreed to be the maintainer for this plugin, but 
only if Maxim agrees with it too.

@Maxim: would that be ok from your side?
