[Qgis-psc] access for Alex Bruy

Hi all

My concern was not about Alex at all. My point was that, in the PSC, it would 
be good to have a clearer policy when to give svn write access (just to be 
fair to everyone). Especially for future requests from other developers.

Maybe something to discuss at the next hackfest. Until then, +1 from me to svn 
access for Alex (I assume he coordinates his changes well with the maintainers 
of f-tools and GDAL tools).
