[Qgis-psc] discussion to add another PSC role

Hi PSC,

as discussed yesterday here is a first idea to add another person to
the PSC. The idea is to split the documentation part from the community
manager role. We could create a new Documentation manager role with
following responsibilities. He manages the documentation process of
GUI, manuals and context help with his assistants ...

a) Documentation Assistant

- Language assistants and contributors

b) GUI Translation Assistant (Werner)

- Language assistants and contributors

c) Context Help Assisstant (Milena)

- Language assistants and contributors

The community manager role would concentrate on the QGIS.org online
appearance including web sites, blog, mailing lists, forums etc. and
takes care about promotion activities with his Assistants such
as conferences, meetings, tranings (certificates), (users corner), etc.

Promotion Assistants (e.g.)

- Conference and Meeting Assistant (?)
- Training/Certifictate Assistant (?)
- Press Material Assistant (Anita Graser)

Community platform Assistants (e.g.)

- Website (Werner)
- Blog (?)
- Forum (?)
- Mailinglists (?)
- Wiki (?)
