[Qgis-psc] Nomination for new committer: Nathan Woodrow

Hi PSC

I would like to nominate Nathan Woodrow as a new 'core' committer.
Over the last year Nathan has become very involved in the project and
has contributed numerous patches and improvements to the projects. The
primary aim of this motivation is to provide him with direct
maintainership of the new expression builder work he has contributed,
though I would be happy for him to directly commit bug fixes as
appropriate too.
