[Qgis-psc] Motion: svn write access for Sergey Yakushev

Hi PSCs

Recently, there was the announcement of the roadgraph plugin developed by 
Sergey Yakushev. The plugin provides very usefull routing functionality and 
would be a big plus to have in QGIS trunk.
Sergey is available to maintain the plugin code. Therefore I suggest to give 
him write access to svn. Please vote.
